For an individual who has committed to a career in payroll, pension and reward this is a most rewarding role working for the industry’s leading representative body supporting the professional development of CIPP members, students and tutors. In addition, and by virtue of our Chartered status, the policy and research team also serve the wider payroll industry.
The purpose of this role is to lead the Policy and research team, by setting the direction that is needed to support and deliver the strategic aims of the CIPP. Always in a bid to promote excellence in the payroll and pensions profession the Policy lead will be an enabler of legislation.
The successful candidate will work with the CIPP membership, and the wider payroll profession, to gather feedback from the frontline of payroll operations and across all service levels of operation, which will then be applied in the work and responses of the policy and research team, which will include attendance at consultation fora, response to written consultations and the member services. The Policy lead will be a confident public speaker and required to attend, with the support of the policy and research team, CIPP events, contribute to technical articles within Professional in Payroll, Pensions and Reward magazine and external publications as agreed with the Business Development Director.
The successful candidate will ensure the team deliver to existing member commitments using a range of mediums including News Online, the CIPP website, social media, articles and webcasts.
The successful candidate will also be responsible for gathering and reporting on the work of the team. Information that will be communicated both internally and externally in respect of the work of the policy and research team.
The role holder will also Chair the CIPP Technical Panel that meets twice yearly, as well as seeking other similar opportunities to lead relevant stakeholder groups and further raise the profile and promote the CIPP.
The role is outward facing and will require the postholder to build strong working relationships with existing contacts in Government departments and agencies (HMRC, DWP, BEIS, TPR, LPC, OTS, HMCTS to name a few) as well as develop new relationships to extend the voice of the payroll profession across Government departments of all four UK nations.
The role will require the successful candidate to attend Government consultation forums to influence and affect change, as well as deliver presentations on the subjects of payroll, pension and reward to CIPP members, as well as to a range of external bodies.
This role will lead the team in being the primary source of news updates relating to payroll, pensions and reward, publishing daily news items, producing regular webcasts, regular industry related articles and collation of Payroll: need to know and building and maintaining the resource library.
In summary, the postholder is required to assist the Business Development Director to ensure that company objectives are met by:
- Ensuring members and the wider payroll profession are represented within Government to influence and affect change
- Ensuring members and the wider payroll profession are kept informed of legislation changes
- Cascading news throughout the CIPP in a bid to ensuring collegial support is provided to other departments as required, such as membership and marketing, qualifications and training material authors, the Advisory service and tutors in a bid to support the maintaining of up to date knowledge and resources
- Meeting and monitoring all the targets set for Policy, in conjunction with the Business Development Director and company objectives, which will be measured against the KPIs for Policy
- Involvement with HM Government liaison, as a critical friend, representing the voice of the payroll and workplace pensions industry and working alongside other members and stakeholders from the payroll software developer community, Professional bodies, industry groups and other interested parties
- Delivering the highest level of customer service in respect of policy, events and membership
- Providing programme content and technical direction for CIPP events
- Ensuring processes and documented procedures are in place, and maintained, for all work areas of the team
- Working with the team to identify and respond to consultation documents issued by the government departments and agencies. Preparing articles and press releases based on these responses for inclusion in all communication channels used by the CIPP including the Institute’s member magazine, Professional in Payroll, Pensions and Reward (PiPPaR)
- Working with the editorial team of the Institute’s member magazine Professional in Payroll, Pensions and Reward (PiPPaR)
- Undertake research on current operational issues within the payroll and pensions profession using survey and face to face research techniques
- Attending consultation meetings with various government departments. When required taking the lead on consultation topics
- Establish strong working relationships with key government officials and other subject matter specialists. Provide meeting notes for policy and research team, and where confidentiality permits, more widely within the organisation and to members
- This area of the CIPP works to a very high level and at an extremely fast pace. The workloads will vary but will always provide new challenges. The Policy lead will be expected to be self-sufficient in developing theirs and their teams workload whilst also supporting the delivery of projects delivered other CIPP teams, such as, but not limited to the Future of Payroll research and report, the annual payslip survey and report, the development of the Payroll Software Directory survey, working with software developers to ensure that that latest developments are include within the directory survey
- This role will generate a number of activities from a wide range of meetings/consultation opportunities. At all times this role must seize opportunities to maximise the opportunity to promote the profession and the CIPP’s services both for membership and the wider profession
- The Policy lead will work closely with the Business development team, consisting of membership, marketing, sales, events, IT and Consultancy to ensure that messages delivered to members are timely, consistent and across relevant and effective mediums

- Pro-active and motivated with energy and enthusiasm, as this role requires extensive travel throughout the UK (post Covid restrictions)
- Diplomacy and the ability to listen to several views, particularly at consultation meetings, but to hold to an agreed course of action, will bring success to this role.
- An ambassador for the Payroll Profession with a commitment to ensuring that the highest profession standards, at all levels of payroll delivery, are aspired to as appropriate to the levels.
Technical competencies required
- Extensive payroll knowledge enabling the ability to monitor legislation for content changes to the payroll profession. Workplaces pensions experience would be an advantage as would experience of payroll software development
- The ability to communicate at all levels
- Confident and able to deliver presentations to a range of audiences
- Ability to write communication pieces on payroll related topics for various publications and periodicals
- Excellent computer skills, a knowledge of Microsoft Office and internet search tools along with the ability to learn new applications as required.
Knowledge, skills and experience

- Recent and substantial payroll operational and/or management delivery experience is essential; pensions experience would also be useful
- CIPP, or equivalent, qualified to Foundation Degree or level five diploma in payroll, pensions or reward
- High quality oral and written communication skills
- An ability to liaise with key people, whether interested internal parties or external suppliers
- The ability to deal accurately with day-to-day important and often urgent details, whilst not losing sight of the overall job purpose
- Excellent levels of IT literacy
- Common sense and a good sense of humour.
