Job responsibilities

Assist managers and employees with the completion of workforce/payroll documentation.

 

Attendance at quarterly payroll meetings with payroll provider with other colleagues.

 

Daily monitoring of the payroll inbox, ensuring all queries are dealt with in a timely manner.

 

To identify and propose process improvements to improve efficiency.

 

To ensure that all relevant adjustments are entered within deadlines and within correct authorisation and audit controls.

 

To ensure accurate and authorised contracts, salaries and working patterns are recorded within deadlines.

 

To ensure production of monthly reports and support managers in robust audit as needed

 

To perform regular data audits of employee data held in all systems, identifying, and resolving discrepancies.

 

To support managers to resolve staff queries, working closely with service-based Workforce & Management Secretaries and Line Managers

 

To ensure accurate information to enable payment of salaries within deadlines

 

To ensure all relevant policies and procedures are understood and correctly applied, specifically around Agenda for Change

 

To enter data relevant to pay into ESR system.

 

Produce regular and ad hoc reports on request, either from ESR directly or via Excel.

 

Assisting Navigo departments e.g. Performance, in collation and input of monthly data requests.

 

To ensure controls and audits are undertaken to assure accurate records are maintained.

 

To ensure staff changes are correctly reflected in ESR and communicated to our payroll provider.

 

To support with ensuring accurate attendance records for sickness and absence are maintained.

 

To manage and maintain data within the ESR system and electronic employee files.

 

To ensure information held on staff is up to date, accurate and complies with the Data Protection Act

 

To establish a work pattern to ensure pre-determined deadlines are met.

 

To identify and act upon priorities to ensure the accuracy of the ESR system, Workforce documentation and payroll inputs.

 

To resolve all queries and ensure answers are communicated, liaising between the Workforce team to resolve any employee concerns.

 

Send out Inter-Authority Transfers via ESR to request the verification of previous NHS continuous service dates.

 

Inputting accurate employee and candidate personal information onto ESR verifying and monitor its compliance with equal opportunities and best practice.

 

Be conversant with pay scales and annual leave entitlement and be able to calculate and explain these to managers and staff.

 

To undertake any other tasks linked to payroll, which are commensurate with the level and responsibilities of the post such as salary sacrifice and lease car authorisations.

 

Plan own workload in order to meet ongoing and regular priorities in the role and able to respond to ad hoc demands within the department and for colleagues.

To provide general HR information to managers, staff, and the general public on request.

 

To provide consistent, accurate and timely response to all requests for HR service, either by telephone, email, or face to face.

 

Contribute to the development and continual improvement of the HR Service.

 

Prepare and collate paperwork in line with Navigo policies and procedures and current legislation.

 

Maintain and input on databases for all areas of HR administration / record keeping.

 

Ensure all correspondence is accurate and timely.

 

Be familiar with relevant employment law issues and be aware of changes to the law.

 

Assisting managers and employees with the completion of workforce documentation.

 

Dealing with ad hoc queries from managers, staff, and wider organisation

Qualifications

Essential

  • NVQ III or equivalent in Administration (or able to demonstrate equivalent competencies acquired over time)
  • Functional Skills level 2 (Maths and English) or GCSE 9-4 (Maths & English

  • CPP qualification or willing to work towards

Experience

Essential

  • 1 year’s payroll administration experience or use of electronic staff record (ESR) system
  • 1 year’s admin experience with a history of maintaining accurate data information
  • Ability to prioritise and work to tight deadlines to meet competing demands.
  • Experience of working in a fast-paced role

Desirable

  • Previous experience of working in administrative role
  • Previous Experience of payroll administration

Payroll with a difference

This is a unique and rare opportunity to lead and develop the Council’s first in-house payroll, pensions, and people administration service this century. We are looking for an exceptional person, who will be able to combine a proven track record of successful payroll, pensions, and administration support, along with knowledge and experience of transforming services to achieve excellent customer service.

You will manage a team of 38 FTE, provide a service to a workforce (including schools) of up to 10,500 and use the Council’s ERP system, Business World. The post will be based in Lincoln with the use of a team ‘hub,’ along with the benefits of hybrid working.

The Stamford Schools are looking to appoint an experienced Payroll Officer to manage and process the monthly payroll for all of our colleagues, approximately 600 staff. As an integral part of a friendly and professional Finance Team, the Payroll officer will prepare the Schools’ monthly payroll and statutory returns, whilst providing administrative and personnel support in respect of the School’s financial operations.
