Join the Foreign, Commonwealth & Development Office (FCDO), and you’ll deliver for the UK internationally. That could mean helping us promote Britain and our values, building strategic partnerships, protecting our interests, or supporting Britons abroad. It’s a diverse challenge that will put you at the centre of world events, working alongside around 17,300 people in our global network of offices, bringing a completely unique perspective of personal and professional pride.

Your role with us

As our Payroll Operations Manager, you’ll join the team that provides payroll services for FCDO staff, FCDO Services and other government departments represented overseas. The team is currently going through a period of transformation, one which will see us embed and evolve new streamlined processes, systems and ways of working. This is underpinned by the implementation of a new Enterprise Resource Planning and HR System, using Oracle Fusion branded internally as HERA, and one of the most important elements of your role will be to facilitate the delivery of the full remit of a compliant payroll service through creating and embedding efficient ways of working. You’ll also work to stabilise our Business as Usual service delivery, and develop the tools needed to compliment what HERA is able to provide.

You’ll have a wide range of additional responsibilities, including ensuring all payroll expenditure is fully reconciled and charged to the General Ledger, and confirming that payments to third party providers such as HMRC, Courts and Pension Providers are accurate and paid on time. We’ll also expect you to work on the development of best practice tools, service delivery management, the monitoring of overpayments and arrears, and oversee and resolve complex casework that has been delegated to the team.

Who we’re looking for

With a payroll management qualification from CIPP or Payroll Alliance, or significant practical knowledge of current PAYE, National Insurance, Statutory, and Employment Rights Legislation, you’ll have experience of managing an operational payroll team, and a full range of relevant technical and professional skills. Capable of working in collaboration with different teams in order to deliver a co-ordinated service, you’ll have the skills to manage multiple projects concurrently while working to tight deadlines.

A motivating and inspirational leader with experience of managing a team through a period of change, you’ll be an excellent communicator and influencer, and committed to running a high quality service. We’ll also expect you to possess the ability to implement change to a payroll system, for example by introducing new allowances and the harmonising of two existing allowances.

Due to the nature of this role, you must be a British Citizen at the time of your application, and will be required to attain Developed Vetting security clearance. For more information about this process, click here.
